What does FMI ON mean?

Find My iPhone is switched on, so iCloud Activation Lock is active. After a reset the device will ask for the previous owner's Apple ID and password. Ask the seller to turn it off before you pay.

Can I check FMI with the serial number instead of the IMEI?

Yes. Apple records the status against both, so either one works. The IMEI is under Settings › General › About, or dial *#06#.

Is a Find My iPhone check free?

This one is. Everyone gets a few free checks a day; resellers with an account can run as many as they like through the API.

Does FMI OFF mean the phone is not stolen?

No. FMI only says whether Activation Lock is on. Run the free IMEI blacklist check as well to see whether a carrier has reported the device lost or stolen.
